Perhaps, but it could also be some other type of radar anomaly, we just don't know because we lack information regarding the operation of HAARP.

I watched a video in regards to these so called HAARP anomalies, the person in the video debunked them all by zooming to the center of the rings on google maps and in the center was an airport in all cases. So what you are actually looking at is the airports radar signal.

Raleigh has a major international airport. Its right in the center of that circle. I'm gonna go with radar on this one.
