I believe this whole heartedly DMac, to me this is one of those elephants in the room that seems to somehow get over looked.

This CAFR is the clear cut proof of the financial revolving door between Gov and Corp.

GovCorp owns 80% to 90% of publicly traded Corporations.

So, we ask ourselves how can Halliburton or some such corporation get away with so much?

Well, it's because GovCorp owns most of its shares AND makes the rules and laws by which it does business.

FLAT OUT CONFLICT OF INTEREST AND FRAUD.

And yet even though it owns so much, GovCorp claims poverty and wants YOU to pay more taxes to cover the artificially contrived budget shortfall.
