speaking of #2, the Mafia, i think the movie Ocean's Thirteen provided some insight into how they work.

in the movie, Bobby Caldwell is an FBI agent, and a career crook. also the father of the character played by Matt Damon. Bobby interweaves his own deals with his FBI work, benefiting himself & his friend Daniel Ocean, played by George Clooney.


OK, so that's in a movie, and they make crime seem charming.

but in the real world, the FBI agent would steer investigations to snare un-cooperative Americans, and to take the spotlight off their own criminal endeavors - as occurred prior to 9-11, when Coleen Rowley found foreign nationals plotting to attack the US - and her supervisors called her off.
