if 9-11 does not demarcate the beginning of the Second Civil War, then actions such as this definitely do.

the police state set up to protect the Talmud Worshippers gets part of their pay by robbing the citizens.

it's organized, it's widespread, and it includes violence - mostly by the police.

if that doesn't meet the definition of a Civil War ... what is the definition of a Civil War ?

only when the people fight back ?

i would say it's already a Civil War. how & when the people fight back is up to them.
