Go and have a look at the "law enforcement officers" the Fed employs:
http://www.federalreserve.gov/careers/lawenforcement.htm
"The Board recruits highly qualified professionals to be a part of the law enforcement unit. The unit’s mission is to professionally protect and provide a safe and secure environment for Board staff and others on Board designated property, exercising teamwork and extending excellent customer service."
Got a high school diploma or GED? Ok working weekends and nights? Able to pass a medical and background check? And then there's this - the Fed is a private corporation not a Federal agency - how is it they have LEOs and not "guards" - are you telling me these people are sworn officers? I doubt it. Yet enlarge the photos on this website and read the shoulder patches that clearly say "POLICE" - I was under the impression non-sworn security had to either say "security guard" or "patrol" or "guard" - anyone care to explain how the Federal Reserve has it's own cops?
I would think they have no powers of arrest other than a citizen's arrest, which means they are also bound by the same risks of liability and lawsuit. So what then do these people do - call the local talent to come in and show them how to assault a suspect? They cannot even detain someone suspected of a crime without proof as I recall. Calling the GSUS legal department on this one - what's the story?

I think the logical question to ask would be,
As law enforcement officers, exactly what law{s} is it that they are enforcing?
