This summer, the Souris River rose, taking direct aim on the good folks of Minot, North Dakota.
Most people did NOT have flood insurance -- because Corps of Engineers assured them the dikes would hold. They did not. Souris River overtopped, leaving 11000 people's homes utterly destroyed.
