Last time that I went to Cuba in 1998 I took 10 silver rounds one oz coins, for tips, when I was ready to come back to the US they stop me at the airport in Cuba they made a big deal of the five coins that I had left over.......they wanted to know if I was stealing a Cuban national treasure and even called a coin expert to the airport to check out the coins......the guy took one look and smile and said "Let him go "........almost missed my plane and I would have had to wait for another week.

the article states he got his gold back.....

"
DG: Well, you ultimately managed to get your coins back, though it took several months, which is a good sign.
TM: Yes, if the guy is good enough to get my coins back, I think he is pretty good."

Governments will use any excuse to steal your personal property. Especially things that they can claim fund terrorism and smuggling such as gold and cash.
