They can afford a $1 million solar powered toilet with electrochemical processing of waste with all manner of electrical controllers, servos, tubing and electrodes; but they can't afford to install basic plumbing?
They should rename this award from the Gates Toilet Award, to the Rube Goldberg Third World Shitter Competition.

This is a perfect example of what Mises called "the impossibility of economic calculation in a socialist economy". Without a profit/loss method for determining the value of what you are creating, there is no signal to tell you that what you're doing is uneconomical. Meaning, there are too few people who have the desire and ability to buy a million dollar toilet, so it's a waste of resources to spend so much time and capital engineering and building them. It results in a net loss to the economy, as more capital has been taken in to the project than will be given back through it's use. Eventually such a complex toilet may become economical, but it's not today.

It's ingenuity and industriousness with awesome products like this which will bring our economy back, but only if they make it strictly a squat toilet.

That's the problem.
The Microsoft toilet fills up with crap automatically, but it doesn't flush, so shit spills out all over the place on the floor, and you have to call support to get it fixed.
It's considered a feature, but they're' expecting to have it resolved it in a future service pack update.
