just thinking out loud here

when TSHTF and food shortages are everywhere
.gov will set up a perimeter around big cities
no supplies in and no one gets out
deputize the street gangs and tell them " anything goes "

on the condition
that the gangs bring us ( .gov ) a certain quota of firearms everyday

and one day when the city gun supply starts getting low
then .gov will start taking out the street gangs

- the cities will be low on food and guns
- street gang membership should be halved from resistance inside city and gang fighting
- whatever sheeple are left in the cities will welcome .gov assistance

estimated time from TSHTF to .gov declaring " this citiy is safe "

2 months ( 4-6 weeks if this happens over winter )
