Driver flashed highbeam warning to others and was ticketed even though it had been ruled against years earlier.

Funny how the News stressed how much $ the class action lawsuit will cost taxpayers,
yet not one word on how much will be saved since the revenuers and courts will no longer need to process all those illegal tickets.
