Seems it was actually the Phoenix PD that "lost" them. They were provided by DHS for Phoenix PD's "training".

for a lot of people who work in non-Federal security job, getting a Federal job is a Big Meal Ticket.

i remember one of the guys at the Y in San Diego, he was an inspector for the post office. dealt with mail fraud, bombs, etc.

said after 9-11, most of his co-workers went to work for the US gov. and got huge raises.


local cops know this - they don't want to burn their bridges for a Federal job. so they play along.

Well that's good, if it's true. I was wondering if it had something to do with the sound of explosions that people heard near the power station by the Salton Sea (http://www.kesq.com/news/29124205/detail.html) shortly before the huge power outage in soCal.
