So the law was passed to curb the illegal sale of illegally gotten metal? Yeah, the criminal that stole the metal would suddenly have a moral dilemma come sales time...right

The barter economy is a healthy alternative anyway - honest compensation for honest goods and services with full transfer of value without vampires getting their tribute. People should have a good compliment of smaller unit items (rounds/bars) with which to "make change" :D
