Charlotte Iserbyt is the consummate whistleblower! Iserbyt served as Senior Policy Advisor in the Office of Educational Research and Improvement (OERI), U.S. Department of Education, during the first Reagan Administration, where she first blew the whistle on a major technology initiative which would control curriculum in America's classrooms. Iserbyt is a former school board director in Camden, Maine and was co-founder and research analyst of Guardians of Education for Maine (GEM) from 1978 to 2000.

She has also served in the American Red Cross on Guam and Japan during the Korean War, and in the United States Foreign Service in Belgium and in the Republic of South Africa. Iserbyt is a speaker and writer, best known for her 1985 booklet Back to Basics Reform or OBE: Skinnerian International Curriculum and her 1989 pamphlet Soviets in the Classroom: America's Latest Education Fad which covered the details of the U.S.-Soviet and Carnegie-Soviet Education Agreements which remain in effect to this day. She is a freelance writer and has had articles published in Human Events, The Washington Times, The Bangor Daily News, and included in the record of Congressional hearings.

(CNSNews.com) – The Catholic bishop of Harrisburg, Pa., has apologized for offending anyone with his recent comments that Hitler and Mussolini “would love” the public school system in Pennsylvania, because it is similar to what they sought to create in their totalitarian states.

But in a statement (http://www.hbgdiocese.org/default.aspx?PageID=fc3a91e3-7398-499d-9f74-0f265856d43d) issued by the diocese of Harrisburg, Bishop Joseph McFadden did not retract comments he made during an interview on Jan. 24 with WHTM-TV, the ABC affiliate in Harrisburg.

The bishop made a comparison between the interests of the public school system and totalitarianism, while discussing what he sees as a lack of school choice in Pennsylvania.

“In the totalitarian government, they would love our system,” McFadden said. “This is what Hitler and Mussolini and all them tried to establish -- a monolith; so all the children would be educated in one set of beliefs and one way of doing things.”

McFadden’s comments drew immediate criticism from the Anti-Defamation League and the American Civil Liberties Union – which complained that the bishop had raised the specter of the Holocaust.

"We respect the Bishop and his position in the Church. We appreciate his commitment the education of children and the viability of Catholic schools. However, he should not be making his point at the expense of the memory of six million Jews and millions of others who perished in the Holocaust," Barry Morrison, Eastern Pennsylvania/Southern New Jersey regional director of the Anti-Defamation League.

"The Holocaust was a unique experience. It does not lend itself to inappropriate analogies. We have an obligation to protect the memory of those who suffered because of it from those who would distort it and undermine and trivialize the history of the Holocaust, however inadvertently. Our role should be to honor those who fought to defeat the murderous Nazis, and not to inappropriately draw reckless comparisons."

Andy Hoover, legislative director of the ACLU of Pennsylvania, called McFadden’s comments, “completely inappropriate.”

In a statement on the Diocese of Harrisburg Web site, the bishop issued an apology to anyone who was offended by his remarks, but went on to explain and justify his references to Hitler and Mussolini:

“To those who may have been offended by my remarks, I apologize to them assuring them that I purposely did not mention the holocaust,” the bishop said.

“The reference to dictators and totalitarian governments of the 20th century which I made in an interview on the topic of school choice was to make a dramatic illustration of how these unchecked monolithic governments of the past used schools to curtail the primary responsibility of the parent in the education of their children,” he said.

“Today many parents in our state experience the same lack of freedom in choosing an education that bests suits their child as those parents oppressed by dictators of the past. I intentionally did not make reference to the holocaust in my remarks,” McFadden added.

McFadden said the Catholic Church “recognizes the holocaust as a terrible atrocity and evil emanated against humanity and especially those who were the victims of these crimes,” adding that “I would never minimize or trivialize the devastating suffering that took place.”

But the bishop did not actually refer to the Holocaust in the broadcast -- a fact he pointed out in his letter.

“I used the example of the dictators merely to explain how an absolute monopoly in education, where parents do not have a right or ability to choose the education that best suits their children due to economic circumstances or otherwise, runs counter to a free and open society,” he said.

“Our support of a school voucher program has the goal of giving parents something that dictators never would, a choice in which school their children attend by being able to control the portion of the tax dollars that is designated for the education of each child.

Back in December, the Pennsylvania Legislature rejected a proposal backed by by Pennsylvania Gov. Tom Corbett that would have created a school voucher program.

If enacted, students in the worst public schools of Pennsylvania would have been given vouchers so their parents could afford to send them to schools of better quality and performance. The measure died.

Jonathan Butcher, education director at the Phoenix-based Goldwater Institute, which champions school choice, told CNSNews.com that choice is essential if students are not to be trapped in schools.

“The goal here is to provide the best quality set of educational options that we can, and that’s going to differ from student to student," Butcher said. "A student who goes to a failing school should not just have to rely on their assigned public school.”

Second order changes are in progress right now, and that is why nothing seems to make sense.

THE 1990–91 (WINTER) ISSUE OF OUTCOMES, an educational journal devoted to discussion of Outcome-Based Education and the problems associated with its implementation (teachers’, administrators’ and community resistance) published a remarkable article entitled “Paradigm Change: More Magic than Logic” by John C. Hillary.

The reader should remember that the manipulation of classroom teachers and administrators discussed in this article is standard operating procedure in most schools undergoing “restructuring.”


Excerpts from Hillary’s article in Outcomes follow:

The deeper changes that frustrate leaders and threaten followers are planned second-order changes.... These changes intentionally challenge widely shared assumptions, disintegrate the context of “organization” and, in general, reframe the social system. This, in turn, generates widespread ambiguity, discontinuity, anxiety, frustration, confusion, paranoia, cynicism and anger as well as temporary dysfunction. Such trauma often builds to the point that leaders abandon their efforts.

The most disruptive changes—second order changes—on the other hand, call into question the entire context of organization. Such multidimensional changes not only challenge the content of each domain but also disrupt the alignment among them. Paradigm change is therefore not only traumatic in and of itself, but also challenges other attributes and disintegrates the relationship among all domains. The eventual outcome of such change is “transformed” or “renewed” organization.

The new vision for schooling suggested by contemporary educators represents a significant “second order” challenge to school organization.

The leader of planned second order change will be regarded as out of context by the organization. If he thinks and behaves in accord with a vision that requires second order changes, he has no choice but to violate or challenge the established culture, mission/purpose, and paradigm of the organization.

From the existing frame of reference, such behavior will be seen as illogical. Powerful and pervasive psycho-social forces will bear down on the renegade in a relentless organizational effort to bring him back into alignment. Unless the leader succeeds in progressively bending the pervasive frame, persistence is increasingly risky.

During second order change, the organization must face and hopefully pass through a period of widespread psychological ambiguity, social disconnectedness and general confusion....The requisite disintegration of the existing culture, mission/purpose, and paradigm disrupts the organization’s frame of reference. During this time, there is little or no clear and consistent context to guide the thinking and behavior of members. In social systems, this condition produces dysfunction, anxiety, frustration, disequilibrium, and systemic chaos.

The instigator of second order change must consistently behave in ways that will not make sense when framed by the existing context. With time and leadership, the organization environment must move from initially and
naturally selecting against the innovation to selecting for the innovation.

The extinction of the old way of doing business is the desired outcome. Hence and with time, the risk should gradually shift away from the innovator and toward those who persist in holding on to “the way it’s always been.”

Charter schools are bad. That was my take. Charter schools are unelected councils. Seems like she is supporting .gov education. I caught nothing in the intro that mentions the Prussian Model.

This guest post was Charlotte Iserbyt's response to a question regarding whether Maine Governor LePage had asked her to be the replacement for the out-going Commissioner of Education.

Charlotte’s response:

“The Governor knows where I stand. He called me for my advice re charter schools the day before he was inaugurated. I told him that charter schools are dangerous since they are public schools but have no elected school boards. Taxation without Representation. We fought an important war in regard to such taxation.

My opposition is to publicly funded charter schools with no elected boards and to tax-supported private, including religious and home school, education. The Governor and his cronies with the federally-funded Council of Chief State School Officers, National Governors Association, et al, support tax-supported private education (no elected boards to represent the taxpayers) The purpose is to transform our once superb, pre-1965 education system to the Soviet work force training mode. This has been the plan since 1934 when the Carnegie Corp. called for using the schools to change America’s capitalist economic system to the Soviet planned economic system (limited learning for lifelong labor).

Communist Core (my label for Common Core) has been with us for many years under other labels. (Semantic Deception) What do people think Maine’s Learning Results were all about? Maine was probably the major state to introduce Communist Core. In fact, if I recall correctly, Maine’s Communist Core was used at the international level to develop the international Communist Core standards. A handful of long-time recognized education researchers have opposed the Communist Core (Marxist) national curriculum for over 48 years with little support from the grass roots! All of a sudden there is this enormous national opposition to Communist Core (the new label for Maine’s mid-nineties Learning Results, and and the 1970-present National Assessment for Educational Progres of which 60 % of the test items are politically correct- attitudinal. This phony, deliberately hyped opposition to Communist Core is spearheaded and supported by the national Heritage Foundation, which for the past 7-8 years has controlled Maine’s education system, and which has affiliates in most states. Former Commissioner of Education Bowen was groomed for his job when he headed up Maine Heritage. This hype, with another tax-exempt foundation, Pioneer, coming in to support home school leader, Heidi Sampson’s, anti-common core agenda, is very suspect. The anti-Communist Core movement is very simply a red herring (diversion) to keep Americans from understanding and opposing the Trojan Horse:tax-funded school choice. This pro-tax-funded school choice agenda is supported by the Governor and Bowen who take their orders from the Council of Chief State School Officers, Florida’s ex-Gov. Jeb Bush, his Foundation for Excellence in Education, Bill Gates, Pearson, and IBM’s ex-CEO Gerstner. Gerstner has the gall to call for recommending to President Obama that he bring down all 16,000 public school districts with their messy elected school governance. He and other globalist corporate heads want the privatizaion of ALL education in order to implement the Soviet polytechnical workforce training system called for by Carnegie in 1934. All neoconservative (Trotskyitne) tax-exempt foundations, including the major player, the national Heritage Foundation, the corporate fascist globalist Council on Foreign Relations, and the Obama Administration all support tax–funded school choice. What is there to like about that?

Mainers better wake up and tell Maine Heritage, which drafted the North American Free Trade Agreement (NAFTA), which destroyed thousands of good jobs in Maine, and across the country, and sent them south, to get out of Maine!

Communist Core is NOT the issue. Those fighting Communist Core better wake up and realize that even if they kill Communist Core, if they do NOT oppose ALL forms of tax-supported School Choice and Charter Schools, they will wake up one day and find that their children in their favorite tax-supported choice private school are required by federal law (regulations) to take the Communist Core assessment (test) they thought they had killed! Why? Because when an education entity (private or public) accepts one penny of federal money it MUST adhere to federal regulations regarding curriculum, testing, hiring, etc., etc. And that is as it should be.

The only option, difficult as it may be to attain, is for Americans to support restoration of the pre-1965 super education system with its traditional academic curriculum. All other options are lethal. repeat LETHAL WITH NO UPWARD MOBILITY FOR THEIR CHILDREN.

If Mainers are looking for a super Commissioner of Education to replace Steve Bowen, they would do well to vote en masse for Steve Schran, a public school teacher with 30 years experience in the trenches who supports traditional academic education, not Limited Learning for Lifelong Labor, which has been planned for us by the tax-exempt foundations, especially Carnegie, ever since 1934.

Maine should kick out every single out- of- state tax-exempt foundation, including the Brookings Institute which was in Maine a couple of years ago working to restructure Maine’s government. These out-of-state entities are busily at work effecting change in our political and educational governance in order to implement the international socialist global system. “They” think we are stupid and naive. Well, even if we are uninformed about global politics, I personally would prefer that we in Maine be allowed to make our own decisions, even if we occasionally make a mistake. We do NOT need the tax-exempt foundations to tell us what to do. They have no goal other than to use our children to spin off profits for the global elite.

That has been the only time he has appeared on for over a year since I hoped that episodes 562 (http://www.unwelcomeguests.net/562)-566 (http://www.unwelcomeguests.net/566) had clarified the perniciousness of certified schooling. The depth of Gatto's scholarship is such that he has a lot more to contribute to understanding the state of modern US (and global) society, and he is unflinching in his instruction to have no truck whatever with the idea that institutions should be in charge of individuals.

In our first hour we hear a somewhat cut down version of Bianca, You Animal, Shut Up!, the keynote talk at the 20th Anniversary Conference of Growing Without Schooling. In this beautiful and sensitive talk, Gatto describes the effects on children of mass confinement schooling and how this serves the interests of a hierarchically directed, society that is directed by corporations.


In our second hour, we hear The Neglected Genius of American Spirituality, which Gatto gave at the Conference on Spirituality in Boulder, Colorado. Gatto examines the project of the great industrialists of the late 19th and early 20th century, the establishment of what Illich (http://www.unwelcomeguests.net/Ivan_Illich) termed the 'The New World Religion (http://www.unwelcomeguests.net/563)'. Again, he is unequivocal in his damnation of the massification and Dumbing Down (http://www.unwelcomeguests.net/Category:Dumbing_Down) of the population so that they can be rendered predictable, unimaginative and perpetually childish in order to smooth the machinery of Social Control (http://www.unwelcomeguests.net/Category:Social_Control) so that the top dogs can stay that way for ever.

In our first hour, we continue with last week's Gatto (http://www.unwelcomeguests.net/John_Taylor_Gatto) interview. What is the result of removing children from the real world and conditioning obedience to strangers? What did Richard Branson's mother do to him at age 4 (which would likely be illegal nowadays) that he credits as the single most essential experience of his life?

At the end of hour 1 and into the second hour, we hear A Phenomenology of School, chapter 2 of Ivan Illich (http://www.unwelcomeguests.net/Ivan_Illich)'s Deschooling Society (http://www.unwelcomeguests.net/Deschooling_Society), in which he examines the social functions of the school, and why Parkinson's Law applies to schools; the more money is available, the more money is needed.

Next Chapter 3, The Ritualization of Progress, address the self-justifying nature of mass-produced education, and its competitive nature, both within national societies and between them. As well as challenging the core belief that learning is a result of teaching, he also takes on other tenets of the religion of schooling such as that important aspects of education can be planned by experts, packaged for distribution by industrial processes and that their consumption is quantifiable. He concludes that the school system is a ritual which serves to disconnect people from the key contradictions of the modern age - for example, that eternally increasing consumption is desirable or even possible.
