Ultimately you have to take it, overthrow a corrupt current government. (because all the land is taken atm) Same as any other startup.

If 5000 people started it today, I'd say first come, first choice. Yes the size of each lot has to be worked out, but I think this is doable.

Book of Deuteronomy is the Law, and 4:2 states the law cannot be added or subtracted from, so you'll always know what your dealing with.

Naturally, neighboring societies will f with you. Our answer is to go out to give them the opportunity to surrender and work on our farms for 7 years as slaves (employees) or we kill them, then take their land and women. If they surrender and work on our farms (we still take their land), they get to be released after 7 years and then become citizens or leave (their choice).

Ive noticed the end of the book of exodus contains some instruction of the law, which can help to make sense of Deuteronomy somewhat in addition. There is no temple, so Leviticus can be scrapped.

Also, in a way, you can buy and sell land, but every fifty years is the Jubilee where the land is returned to the original family (possibly, an inheritor at this point) at no payment. To understand why the government works (because idiots don't lose their true wealth to sharks), I just thought can't be bought or sold was simpler.
