First nationwide test of Emergency Alert System scheduled for Nov. 9
For years, local television and radio stations have periodically tested the Emergency Alert System with familiar tones followed by “This is a test…,” but on Wednesday, Nov. 9, for the first time ever, a nationwide test of the alert system will take place.
While the Emergency Alert System is often used by state and local emergency managers for weather warnings, it has never been used or tested at a national level. “In a major disaster that affects large areas, such as an earthquake, this system could be used to broadcast life-saving information very quickly,” said Chuck Thacker, chief of the Grandview, Mo., fire department and chair of the Metropolitan Emergency Managers Committee. “We need a full-scale test to be sure that the system will work as intended when a nationwide alert goes out.”
At 1 p.m. CST on Wednesday, Nov. 9, radio stations, local television stations, wireline video services, and cable and satellite providers in the Kansas City metropolitan area will join other broadcasters across the country for a simultaneous test of the system. Although the test will be similar to the routine monthly tests most of us are familiar with, there are a few key differences:
The nationwide test will last longer than normal — approximately three minutes.
While the audio message will include the words “This is a test” and be the same for everyone, the video test may vary due to differing technologies. Viewers should be aware that the video messages may or may not include the words “This is a test” in the background image or scroll at the bottom of the screen.
The test will be conducted through broadcast media only — it will not include NOAA weather radios, mobile devices or outdoor warning sirens.
The nationwide Emergency Alert System test will be conducted jointly by the Department of Homeland Security, Federal Emergency Management Agency, Federal Communications Commission and National Weather Service. These agencies selected the date, Nov. 9, because it is near the end of hurricane season and before the severe winter weather season begins. The time (1 p.m. CST) was selected to occur during working hours in time zones across the nation, minimizing disruption by avoiding traffic rush hours.
“We hope everyone in the metro area will take this opportunity to think about what they would do in a real emergency,” said Bob Evans, emergency manager for Wyandotte County, Kan., and vice chair of the Metropolitan Emergency Managers Committee. “Do you have a family emergency plan, with a predetermined meeting place? Do you have emergency supplies on hand?”
The committee maintains a website, www.preparemetrokc.org, with preparedness tips for various types of disasters, as well as an online tool for creating a family plan. “The best time to prepare for a disaster is before it happens,” said Evans. “While the alert system can provide basic instructions during an emergency, we all need to take personal responsibility to make sure we’re ready.”

A Federal Security Services or (FSB) report (http://www.fsb.ru/)circulating the Kremlin states that the US Military went into a "panic" when a soldier e-mailed his mother to "prepare for the end of the world."


The report (http://www.fsb.ru/) states that Millay had growing concerns over a massive military buildup of NorthCom. This buildup is said to include troops and equipment being shipped in from Afghanistan, Japan and South Korea through the Alaskan base and then to "staging areas" in the US.

The e-mails detail nothing about specific troop movements or plans by the US military.


The "heightened response" by the highest branches of the US government is what caught the attention of the FSB.


According to the FSB report, a “standoff” between the FBI strike team sent to apprehend Specialist Millay and US Army personnel ensued with the Army winning out and keeping him from being taken by Obama regime authorities.


Neither the Army nor the Obama administration have publicly stated exactly what Millay was arrested for. However, the Army is refusing to allow the federal government to prosecute Millay and will handle the case themselves.

The federal government will take over TV and radio on Wednesday for a 30-second test of a system designed to inform the nation of major emergencies.

The test, initially scheduled to last for three-and-a-half minutes, will interrupt television, radio and satellite radio shows at 2 p.m. EDT. State and local tests have taken place for years, but this will be the first nationwide, comprehensive test of the National Emergency Alert System.

The system was designed to be activated on the president's orders in the event of a national emergency.

FEMA is conducting the test jointly with the Department of Homeland Security, the Federal Communications Commission and the National Oceanic and Atmospheric Administration.

"The test is being conducted as part of their ongoing efforts to keep the nation safe during emergencies and strengthen our resilience against all hazards," FEMA said in a press release.

The test's duration was shortened amid concerns such a long alert could cause panic.

"We're asking everyone to join us by spreading the word to your neighbors, co-workers, friends and family... please remember: don't stress; it's only a test," FEMA said in a blog post.

The test is part of the Emergency Alert System designed to transmit, via TV and radio, emergency alerts and warnings regarding weather threats, child abductions and other types of emergencies, according to officials.

While state and local tests already take place frequently, a simultaneous, nationwide test of the national EAS "emergency action notification" code has never occurred.

I live in North Texas and have not seen this activity. My friend Brian is in rural central texas near Waco.

His mother became extremely alarmed and called to report much unusual activity on her trip to the doctor this morning. Many many utility trucks everywhere, some unmarked most with yellow lights going - but not doing anything. This activity was observed - and all of it is very unusual for these small towns. it does seem to fit with the possibility that they are about to cut all communications and lock everything down. perhaps BEFORE 11 9 11.

Observed 20 - 30 utility trucks in this small rural area - many unmarked. yellow lights on.

Man in police jacket that said POLICE on the back, but did not appear to be a local policeman was directing traffic at a light that was not broken. It was working. A man on the side was observing. There was a row of 10 white cars.

1/3 mile away. she saw a black vehicle with government plates, no markings.

10 miles further there was a military vehicle that had the front end of an 18 wheeler with a 10 wheel flatbed behind it.

Marlin Tx cell phone would not work. all communications were down when she was there this morning. the doctor's office had no internet. or phones. there was NO ONE in the office. that never happens

she asked for a 3 month prescription and the dr agreed but never has before. then the pharmacy was only going to fill 3 days.

Chilton tx there were 3 small tankers as if they were going to spray the community. one was rust colored one was black and one was camo. they were sitting in a field.

leaving chilton she saw a new triangular sign that said SLOW DOWN CHECKPOINT AHEAD .. but there was no checkpoint yet.

a mile further, there were 10 bulldozers in a field.

a little further there was a chokepoint in place. there were orange construction barrels filled will sand blocking the shoulder as if ready to shut down that exit.

there were no police cars at the police station - and that is very unusual . there were encore trucks, time warner cable and a BEARCOM truck. (independent UHS communications). .

in the back of Walmart , there were utility trucks pre positioned -- from Encore and Time Warner.

Hewitt - there was an Encore truck working on a street light - which is the wrong utility to work on street lights.

the birds in the area are roosting on hi line wires. . not normal.

grasshoppers in their yard are scrunched up as if something is weighing them down. they cannot jump

UNUSUAL Red White and Blue dump truck in Hewitt, tx --- Not a trash truck. It has some sort of claw on the front for picking up something and putting in the back of the dump truck. It is marked TRINITY. never saw it before.

At 2 pm today the National Emergency Alert System is supposed be tested for the first time in its history on a federal level. As of 2:03 the system has yet to be activated. Every TV and radio station in the nation is supposed to broadcast the test alert — sent from inside the White House — for 30 seconds.
The system was created in 1963 to allow the President to address the nation in the time of nuclear attack or other national crisis.
UPDATE: Brian Stelter (http://www.businessinsider.com/blackboard/brian-stelter) tweets: At the NYT media desk, we heard the test via a radio, but we haven't seen it via cable television.
UPDATE 2: It's 2:07 and we still haven't seen the test on any cable network. We're calling the FCC (http://www.businessinsider.com/blackboard/federal-communications-commission), which oversees the system, for comment.
UPDATE 3 2:09pm: According to Twitter (http://www.businessinsider.com/blackboard/twitter), the test displayed on CNBC (http://www.businessinsider.com/blackboard/cnbc-1) and MSNBC (http://www.businessinsider.com/blackboard/msnbc) in Washington. We still haven't seen anything in New York.
"We're still getting the results back now, and we'll put out a statement soon," a spokeswoman for the Federal Emergency Management Agency tells us.
The test was supposed to break into all radio and television— broadcast and cable — networks. Though it does not seem to have worked on New York City cable networks, among others.
UPDATE 4 2:20pm: We are waiting to hear back from the FCC and FEMA, though the test has clearly failed at its stated goal of reaching all Americans across all radio and television stations.
FEMA's tagline for the system test was "don’t stress; it’s only a test..." But maybe there is reason to fret.
UPDATE 5 2:46pm: FEMA is still processing the results, according to a spokesperson, and they do not yet have a handle on the scale of the failure.
They released this statement a few moments ago by Rachel Racusen, FEMA Spokeswoman:
“The nationwide test of the Emergency Alert System test was administered and the FCC and FEMA are currently collecting data about the results. This initial test was the first time we have tested the reach and scope of this technology and what additional improvements that should be made to the system as we move forward. Only through comprehensively testing, analyzing, and improving these technologies can we ensure an effective and reliable national emergency alert and warning system. UPDATE 6 2:49pm: National Journal's Marc Ambinder tweets (https://twitter.com/#%21/marcambinder/statuses/134356799603224577): FEMA official concedes "glitch"; says that it appears (maybe) to be related to how satellite and cable providers prepped their equipment.
UPDATE 7 2:59pm: Some DirectTV customers reported hearing Lady Gaga's “Paparazzi” play during the test. Some Comcast (http://www.businessinsider.com/blackboard/comcast) subscribers saw their cable boxes turn to QVC before the alert, while Time Warner (http://www.businessinsider.com/blackboard/time-warner) Cable customers in New York did not see any alert at all.
