Not if everyone else is just zipping along.

You may have a local connection problem with your ISP, or you may have malware eating up your RAM.

Try a "ping test". http://pingtest.net/ and then click one of the little triangles to see what your connection is like.
...and then try a speed test to see how big your inbound pipe is. http://speedtest.net/

I get the same after the bellingham hop.
...but what about GSUS? What do you get there?

Ponce? Go here http://network-tools.com/ and then enter gold-silver.us in the field to the left of the "GO" button and then click the "GO" button. The results are shown at the bottom. Look for high {ms} numbers.

Edited to add: Try that last one with your IP number in it too. {the number that is there when you first open the page}

If you restored your registry to a previous date and your speed increased, that means your registry got corrupted or clogged with ad-ware, malware or viruses.

Ponce, download the FREE version of malwarebytes, it will do an update and then run a full scan. I've been using them for years and it's a great product and will probably find some adware crap etc that's hosing up your system.
