Cain may be being tactful about what he says. I don't think he's stupid. He may be holding off on criticizing the 'rebels' in Libya. I think he knows they are mainly Al Qaeda fighters--which means they are America's 'Arab Legion'--just like the British had an Arab legion. Nevertheless, their status as Al Qaeda fighters makes it a politically tricky issue to deal with unless you know what the 'paradigm' is on Al Qaeda at the very top levels of the government.

I think Cain is very craftily avoiding saying anything he would regret later on. He senses this question may be a trap, and he's sniffing the cheese, but not eating it. Maybe he doesn't want to associate himself with foreign policy skullduggery, and he knows this area is frought with danger for a politician.
