Concord Coins has closed down, and the downtown shop's owner said the city's pawnshop regulations are to blame.
"That's why I'm getting out of here," Frank Tosney said Friday, the store's last day in business. Tosney said he's owned Concord Coins for 12 years, and it moved into the Concord Antique Gallery at 97 Storrs St. in 2004.
In November 2010, the Concord City Council passed new rules governing pawnshops and secondhand stores in an attempt to thwart sales of stolen goods. Among other things, regulated businesses must now pay $500 a year for a city license, provide detailed reports to the police on items they buy and hold items for 14 days before re-selling them.
The ordinance was credited by the Concord police in November when they arrested a Manchester man for allegedly selling stolen goods at a Steeplegate Mall jewelry store. But some store owners complained that the ordinance's requirements were onerous and the license was too expensive.
