So what was accomplished with his speech? Are Austin cops not allowed to arrest him? Does he get out of paying Austin property taxes?

Most likely verbal, but whether he knows it or not. All councils have a county recorder which records everything that transpires and goes into public record. Basically what he did was put on and for the record that he has withdrawn consent of the council and no longer views them or their policies as binding. Whether he peruses those matters withdrawing from taxation of labor and land is a whole other matter entirely.

it doesn't count, because the america flag in the council has yellow fringe on it. he's not under the will of the city council, he's under the will of the military. so, he said the wrong thing.

All depends on how you manage yourself in THEIR jurisdiction. If you pay with FRN's and not lawful money. Whatever you purchase is theirs anyway. If you have a lien against your land its not yours. Even if you don't have a lien against your land, you'll have to correct the deed to the land in order to remove it from their jurisdiction.

Try judging this man like this: Is what he did morally right, or morally wrong?

I was think more in the sense of a force imposing its will on you. You're point is well taken though.
