Where precisely is the president's title given as "Chief of State" in the U.S. constitution?
Who exactly are we supposed to be dealing with here?
Inquiring minds would like to know.
If I remember correctly when I used to communicate with my federal government I would receive a letter from them with a sort of flattened eagle where the stamp would normally go. The federal government pays no postage. It has been years (say around 30) since I received any correspondence from the federal government.
