Looks pretty messed up. Do they have people working up there, or is that a remotely controlled vehicle?

both.

they are using robots (which are normal to have remote control), and human workers.

but a lot of the human workers have passed their max. radiation dosage for the year and are on "radiation furlough" or whatever they call it.

Is that a giant life boat I see on the side?

I think even remote control would not work for very long in that environment.

perhaps the remote control cranes were hardened in some way. The first one was shipped to Fukushima as a gift of the Russians as I recall. Could be wrong about that sourced 1st remote control crane.

If by "giant lifeboat" you are referring to that yellow circular shaped item, that is the dome of Reactor 4 itself.
