ok, so I got a suggestion to take a look at this City. No pointers to information so I googled it and found this video.

So taking into account the following issues I see namely "incorporating" from a status of "unincorporated" which to me turns a free people into slave people.
So the key to their success seems to be Not to provide guarranteed Pensions.
So what did they "sell" so they could do these things?
They claim no long term obligations. Are they running a purely "Appropriated" budget system? No increases in property taxes while building a surplus. That smells of over taxation or non appropriated taxation.
Why do I get the feeling they are living on a rainbow that would eventually end..... they are in the front row of a ponzi scheme so it looks good now. How will it be in a decade? oh... and the last sentence of the video is "The public private partnership model"
