General and complete disarmament for America has been in the US Code since 1961.

JFK and the TREASONOUS 87th Congress passed Public Law 87-297.

I don't have time to look into this any further at the moment but it's looks to me like the disarmament was aimed at the military in all countries around the world. Does it mention disarming the people of this country? JFK wanted to inspect Israels nuclear facilities to see that they were not building nuclear weapons and that's one of the things that probably got him killed. Did he sign this before he made his speach about a shadow government that controls this country?

From the Congressional Statement of Purpose found in s2551:

"An ultimate goal of the United States is a world which is free from the scourge of war and the dangers and burdens of armaments; in which the use of force has been subordinated to the rule of law; and in which international adjustments to a changing world are achieved peacefully. It is the purpose of this chapter to provide impetus toward this goal by addressing the problem of reduction and control of armaments looking toward ultimate world disarmament."
