For me this raises the issue of Compulsory voting versus Voluntary voting.

My definition for Voluntary voting is that the vote can be bought. Because the person is not guaranteed to exercise their right to vote the opportunity exists to incentivise this person to vote and to vote in the fashion the incentivisor (?) prefers.

so this poor uneducated lady has sold her vote for a mobile phone. A trinket, a blanket and some beads. In the first instance this should be illegal and I'd be surprised if it wasn't but it does occur and provides a huge pool of potential votes you can "create" for yourself because these people normally would not vote.

Compulsory voting, while not a 100% panacea for vote buying, it does mean that the total pool of votes cannot be increased like it can in a voluntary system. I think it also means there is less opportunity to buy a vote (less, not no opportunity) because by default everyone is voting.

A bit simplistic and idealistic but I think you could reduce the impact of vote buying if voting was compulsory. Other than that laws against buying votes needs to be enforced. Of course you still need the rule of law to do that.

The overwhelming thing for me though is how little people value their souls and they seem willing to sell it for well under par value IMO.
