The head of the municipality is Obama. It is his because of his occupation of office. He shares the municipality with 100 senators and 435 representatives and assorted and sundry other "office" holders.

These office holders actually ARE the corporation.

Any debt they incur whether budgeted or budget deficit belongs to them and nobody else.

Here is the way the Romans phrased the concept:


Si quid universitate debetur singulis non debetur, nec quod debet, universitas singuli debent. If anything is due to a corporation, it is not due to the individual members of it, nor do the members individually owe what the corporation owes. Dig. 3, 4, 7.

As long as I don't happen to be a creditor to this organization I have no problem with Obama & Co spending themselves into oblivion.
