The gold fringe flag is a military ensign, as in representing 'an army on the march'. I'm thinking that perhaps the Zionists don't want it to appear that the USG is 'above' them or otherwise have any 'military authority' with respect to IsraHell, so they substituted blue fringe for gold. Just a theory I have, can't think of any other reason.

The meaning of tie colors, when two leaders are photo-oped together note which one is wearing a red tie - the one wearing a red tie is taking the lead. I've never seen both wearing a red tie at the same time.

Red tie = power tie
blue tie = to instill confidence, as in "you can trust me, believe me, have confidence in me" - the very same reason blue is always used in the backdrops in gov.org press conferences at the WH, Pentagram, State Dept. etc.
