Re-listened. Definitely spoof. First clue 1:20-1:50, where she pauses, and doesn't wait for a response, and then suggests putting the signs near school crossings. Even if you thought the signs directed deer, you wouldn't suggest putting it near schools. Then, listen how explicit she is 2:05-2:10: "They can move the deer population anywhere they want by moving that deer crossing sign." If she thought this was generally understood, she would not have stated this so explicitly. Then, she explains it again at 2:30. Finally, when the host gives up and says we'll try to spread the word, she awkwardly says, "Thank you, we need to move those deer crossing signs," as though she hadn't already said it repeatedly.
