A police chief says he’s found a one-of-a-kind way to manage a growing problem in his city, and it’s putting the homeless on the hot seat.

Similar to the vagrancy laws that have been declared unconstitutional. Sleeping in public is now going to be a crime? What's next? Regulating the length of your beard?

Patently unconstitutional but will have to wait for a court of first impression to tell for sure. From there the supreme court. It is no different from telling blacks to go to the back of the bus.

Think of it as a way of *solving* the 'homeless' 'problem'.

"Don't have a license (to be homeless)? That's fine. We'll give you 3 hots and a cot so you won't be 'homeless' anymore."

In one of my visits to the county jail over 'commerce' issues I met a white guy who refused to pay child support. His comment to me was, "I'm home." (as in he'd just as soon let the county/state pay for keeping a roof over his head and feeding him)

Saw the SD cops rousting a homeless person sitting on the side of the road in a commercial cul-de-sac yesterday. Didn't like the look of it.

Person wasn't doing nothing but sitting there, mindin' their own business.
