The U.S. Treasury states quite clearly:

One dirty trick you can pull on someone you do not care for is to take any flat paper money that usually gets checked with those "markers" and spray it with laundry starch and let it dry. Then somehow get it to them.

Starch on bills used to and may still show as counterfeit even if it is not!
