I watched it, and could not understand everything, but the subtitles appear to be correct.

What he said is there are 2 views. One of the NGOs, that water is a basic right. The other (that he said he prefers) is that water should be treated as any other foodstuff, and have a value attached to it. It really was not that extreme.
