IMO this wouldn't make strategic sense. I think it would disrupt too much bread and circus revenue and awaken many in the hero column. Too many negatives. Instead, inside players keep attacking themselves and ensure greater control of outcome when it's government property. Think Oklahoma City or the Pentagon with all the videos confiscated from businesses in the surrounding area. In two words: Damage Control
