As in Holder’s speech, the confidential memo lays out a three-part test that would make targeted killings of American lawful: In addition to the suspect being an imminent threat, capture of the target must be “infeasible, and the strike must be conducted according to “law of war principles.” But the memo elaborates on some of these factors in ways that go beyond what the attorney general said publicly. For example, it states that U.S. officials may consider whether an attempted capture of a suspect would pose an “undue risk” to U.S. personnel involved in such an operation. If so, U.S. officials could determine that the capture operation of the targeted American would not be feasible, making it lawful for the U.S. government to order a killing instead, the memo concludes.

The undated memo is entitled “Lawfulness of a Lethal Operation Directed Against a U.S. Citizen who is a Senior Operational Leader of Al Qa’ida or An Associated Force.”





So that is what they are going to call us when the domestic bombings start : ASSOCIATED FORCE.

I think domestic bombings have already started. Recalling the "Gas" explosion recently. I wonder if anyone turned up some information about who those people were.

I don't think anyone nefarious beyond the home owner was behind the indiana gas explosion.

I'm looking into the arguments the Israelis use to do pre-emptive killing of Palestinians, and whether that is the root of this 'policy'. I seem to remember the moral justification used by Israel from the Talmud. If someone is intent on killing you, there is no moral restriction on killing him first. However, Holder wants to make it 'lawful'. There is a huge difference between lawful and justifiable.

Remember, this guy, Holder, supports arming the Mexican Drug Cartel with weapons that he thinks are not necessary for Americans to protect themselves. He also defended Chiquita Banana in Colombia for paying protection money to the people who ran the death squads there. He seems to have a fascination with murder. He might very well be America's Heinrich Himmler. The CIA and the military have lawyers giving them the OK to send in drones to kill people. The lawyers are the ones who give the thumbs up or down. Sort of like what Commodus did in Gladiator.
