I used to maintain a residence at 1600 Pennsylvania Avenue. The costs to keep it in repair grew to be too great and I abandoned it. It is not unusual to find squatters moving into abandoned dwellings.

In the free market, companies have incentive to keep budget problems quiet and work them out without disrupting business, as rumors of financial problems are bad for business. in government, budget problems are an opportunity to deny service and make spectacles of how difficult things are in order to convince the public that they need to sacrifice more money.
