The California state legislature passed a bill Thursday approving $24 million to expedite the confiscation of the estimated 40,000 handguns and assault weapons illegally owned by Californians (http://sd11.senate.ca.gov/news/2013-04-18-assembly-passes-leno-bill-taking-illegally-possessed-firearms-streets).
SB 140 (http://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=201320140SB140), authored by Sen. Mark Leno (D-San Francisco), seeks to remedy the gun-confiscation backlog that has left thousands of illegal guns on the streets, including those owned by those with criminal convictions or serious mental illness.
“We are fortunate in California to have the first and only system in the nation that tracks and identifies individuals who at one time made legal purchases of firearms but are now barred from possessing them,” Leno said in a statement (http://sd11.senate.ca.gov/news/2013-04-18-assembly-passes-leno-bill-taking-illegally-possessed-firearms-streets). “However, due to a lack of resources, only a few of these illegally possessed weapons have been confiscated, and the mountain of firearms continues to grow each day."

Well I think this is an issue of felons having guns etc, but I'm sure there's going to be a ton of screw ups.

Pretty soon in this state just owning a gun will make us felons. This is just a stepping stone, to get the masses used to the authorities showing up demanding guns. Start with felons, then when they show up at our doors...everyone will assume, we are felons too.

ZAP I was thinking I could give the local police a duplicate set of keys to my house and sign a waver allowing them to shoot my dogs if they deem it necessary, just in case. Any thoughts.

They will get there in time. That's what they are trained to do. If they don't however, remember that the DHS recommends using scissors to protect yourself against an attacker with a gun. This is a great recommendation because every household has scissors readily available.
