It already has. Ireland has just been Cyprus'd. The anglo bank/IBRC has been liquidated apparently, under secret negotiations with the European Central Bank.

Senior bondholders took a 100% loss. People with retirement funds in the bank took 100% loss.

Any release of any type of details into the negotiations between the government and European Central Bank will immediately stop all negations. Secrecy is one of the requirements for this "bailout".
