"Mentally Ill" like "terrorist" is a term of art--sort of like 'sexual harrassment', or pornography. There is no definition, although you 'know it when you see it.'

The words are more like the words 'heretic' and 'witch,' commonly used in the middle ages. Words reserved for mobilizing popular opinion against those who disagree or are independent of the power elite. Labels applied to justify departures from the rule of law and rational thinking, so that cruel or unusual punishments can be applied as an example for anyone who deviates from official dogma. The motivation for using these words is to create fear. People who use them are bullies in public offices--such as prosecutors, judges, legislators--people who have the ability to use their offices as tools for social engineering.

Defending one's self from the application of such labels is difficult because one cannot make a rational argument to defeat an irrational accusation. The only way to defeat a bully is to be a bigger bully, or to deprive the bully of the support of onlookers. Not easy in a dumbed down society.
