22 cops to handle one guy? Reminds me of when I was a teenager and a friend and I were walking the perimeter of a driving range picking up the golf balls that landed outside the facility. We had a bucket and were picking up the balls when a cop drove by, saw us, pulled over and engaged us. He told us we were stealing and told us to explain to him why he shouldn't arrest us on the spot. At that point we had like three golf balls in our bucket. He ended up calling for backup (because apparently a teenage boy and girl are too scary for one cop), and two more patrol cars with three other cops showed up, and threatened us with arrest until we bullshitted them that we were collecting them to give back to the facility. It was quite a scene, people began gathering because when you see three patrol cars with their lights flashing and four cops engaging two kids it makes one think that something criminal is going on. Then they attempted to "scare us straight" by telling us what horrors would await us in prison unless we straightened our lives out. After the cops left people asked us what was happening and we told them our 3 measly golf balls almost got us arrested and they couldn't believe it.

You cant peacefully resist a Gangster, because he will ALWAYS call in more of his Gang members until you are either caged or DEAD. They will ALWAYS escalate the situation, by increasing the amount of force they are willing to use, up to and including KILLING YOU in order to keep themsleves and their fellow gang members safe.
