Nope, just make some mud, place dynamite on top of rock put mud on top of dynamite and boom. Now you have a shattered rock.

That was a long time ago when America was a free country. I don't know what kind of hoops you would have to jump through to buy dynamite today.

Back then you could buy it from the hardware store.
