The Emperor has decreed it.

During his speech at the University of Capetown, Obama will unveil the "Power Africa" initiative, which includes an initial $7 billion investment from the United States over the next five years.

The U.S. and its private sector partners will initially focus its efforts on six African countries: Ethiopia, Ghana, Kenya, Liberia, Nigeria, and Tanzania, where Obama will wrap up his trip later this week. Former President George W. Bush, who supports health programs throughout the continent, will also be in Tanzania next week, and the White House did not rule out the possibility that the two men might meet.

What is it that Rinehardt joker is always saying - the hens pay for the building of the new hen house where the new hens will put them out of the hen business? Something like that. When you see infrastructure being built you can count on the country getting the "upgrade" not to pay for it. The hens pay for it. The cost of labor has become too high so management makes the costy labor finance the new cheap labor. INVEST IN AFRICA or in these "private companies/partnership with .gov and dump it before they pull the plug/bankrupt the "private companies/partnership" and cut the check to ROME. There will be an "accounting irregularity" that nobody could have seen coming once the infrastructure is in place. A failure of regulation, an egregious scandal. Pretending to fail?

he wasn't going there for nothing, I think he thinks it's his duty to "pay-back" the negro from the wealth of the country, the negro is "owed", as evidenced by some of his antics here, he's really transparent, it was my opinion he was like that from the start, hell, look where he came from...chicago...lol
