Rep. Jackie Speier says she wants to prevent gun accidents involving children. The California Democrat has introduced legislation that would require that all handguns manufactured, sold in, or imported into the United States to incorporate technology that precludes the average 5-year-old child from operating a handgun when it is ready to fire.
The measure, the Child Handgun Safety Act, would also require that within two years, any handgun sold, offered for sale, traded, transferred, shipped, leased, or distributed in the U.S. to be child-resistant or retrofitted with a child-resistant mechanism.
Speier, who represents the southern part of San Francisco and the Peninsula, said the legislation is necessary to avoid tragedies like the 5-year old girl in New Orleans who accidentally shot and killed herself with a .38 caliber revolver. Speier's office cites a string of other such incidents, including a 3-year-old boy in Corsicana, Texas, who died after a self-inflicted shooting with a handgun inside a bedroom in his home, striking himself in the head.

Each year, we are saddened by unspeakable tragedies involving guns and children. Yet, a majority of gun deaths involving children are preventable at the point of manufacturing. More than half of child deaths from guns result from accidents or failure to secure guns in the home. In the past, we have taken similar safety measures with products such as butane lighters and prescription drug bottles. It's inexcusable we haven't done the same with deadly weapons. We have an urgent responsibility to prevent these tragic deaths through smart, more effective handgun policies. Speier is longtime gun control advocate, stretching back to her days as a state legislator. Her Bay Area district plays host to numerous gun shows each year, and many sportsmen call the coastal region home. Speier's bill faces long odds in the Republican-controlled House.

For the purposes of the Child Handgun Operational Safety and Authentication Act of 2013 for the purposes of Child Safety and other purposes, all handguns shall have manufactured or otherwise added on to them:


Cellular and Wi-Fi transponders (WTF’s) capable of communicating with cellular and Internet Service Providers

Each Cellular transponder shall have GPS tracking and recording capabilities
Cellular/WiFi transponders (WTF’s) shall have the ability to download, store and access secured digital certificates
WTF’s shall have a user interface that includes a digital LCD monitor screen of resolution at least 250*250 pixels that is capable of touch screen operation
WTF’s shall have software that prompts the handgun user (User) for a password consisting of at least 8 alphanumeric characters of which one must be a Capitalized letter, one must be a numeral, and one must be a special character (*&%, etc.)
WTF’s shall authenticate from the user interface to the downloaded digital certificate in two step authentication protocol

Authentication of User through passkey to the internally stored certificate
Authentication of the certificate with a certificate authority public key over the network


Once the User has authenticated with the key infrastructure, the handgun’s microprinted firing pin shall be released from the physical safety mechanism, and the User shall be authorized to release the magazine or revolving drum and insert properly authorized RFID enabled explosive ammunition rounds to the magazine or drum
Upon insertion of the magazine or closing of the revolving drum, the WTF shall communicate with the RFID of each ammunition round and communicate such identification of the identifier and purchaser of such ammunition over the network to the Central Repository of Ammunition Providers (CRAP) system
When the CRAP system recognizes the authenticity and identity of the ammunition, the CRAP system will send back instruction over the network to release the firing pin block mechanism and triggerlock assembly of the handgun


The handgun heads up camera is activated for recording and the handgun is now armed for a period 30 seconds. If the handgun is not operated in the 30 second window, the entire authentication process must be repeated
Paperwork Reduction and Recordkeeping Notice: This procedure is expected to take less than one minute and twenty seconds

Actually they are. I've seen some really cool novelty lighters that I haven't been able to buy because of import restrictions because some retarded politician probably burned themselves playing with it.

Whether controlled by one fingerprint or thousands, new gun designs may prove revolutionary for gun control legislation.
U.S.-based firm Safe Gun Technology have developed ways to stop anyone who is not a gun’s owner from using the firearm. Co-founder of the firm, Charlie Miller, says that it may help lessen incidents such as the Sandy Hook Elementary school shooting.
“There was a zero percent chance of stopping him because this technology was not available,” Miller says. “Let’s think about if Miss Lanza [the shooter's mother] had had our technology on her weapon.”
Safe Gun’s technology is based on biometrics and RFID chips. A fingerprint is required to activate a weapon — read through infrared technology — which allows an owner to use the trigger, firing pin and gun hammer. If this technology had been available, Miller argues, the shooter’s mother could have programmed her gun to only work on a firing range and them disable them later.
In addition, the gun’s chip would be able to record up to 20,000 fingerprints, so in the case of military zones, only soldiers in a division would be able to activate a weapon — and not enemy forces.
The company hope to have enough backers and funding to begin production of its technology within the next two months. However, a lack of interest from venture capitalists has resulted in current prototypes using old microprocessors and little funding to boost development.
If Miller receives the funding his firm needs, then he hopes that an updated prototype will be available to gun manufacturers within the next year.
