FWIW I'd say all net filtering should be confined to the household/business level's discretion, best at the router-level. IE at the router admin's discretion, presumably head-of-household/biz sysadmin. Some menu built into router admin software giving the option to turn on/off filtering of sites designated by [XYZ-family/work-friendly outside agency(s) who keep a live real-time dbase of sketchy content sites].

IOW keep big bro out of the loop.

I haven't kept up on the various "Net Nanny" etc browser-level addons, but it seems if Johnny's given his own 'puter, where Pa/Ma have prudently installed netnannyesque software onto "the browser", it seems any clever boy and/or his friends will figure out a workaround (install another browser?).

Of course router admin could also just turn on website traffic logging, and see where Johnny's going at night, and have a talk with Johnny after the fact. :)
