Not necessarily true. Cops are public servants, emphasis on the term 'public'. They deal with the public, everything should be apparent and open to the public.

Back in my time, there was an org that would follow us around and film our traffic stops. They didn't interfere with us, just sat back and ran their videos. We didn't really care. It's their right to do what they want with their time.
