could also mean that unfortunately we can't justify the enormous expense we're leaving you with to fund this oppressive police state. We'll have to work on it.

He's such a tool... He probably meant to say car accident deaths are unfortunate, but he is too stupid to word it correctly.

he's a traitor for a lot of reasons.
but he's a human traitor who makes stupid mistakes.
i don't have a problem with the human part.
i have a problem with the traitor part.

imo, no difference whatsoever in this 'slip' of his and reverse speech, both indicate intention.
