Help me find an illustration/pic

I thought David Dees illustrated it, but am not having any luck. Shows the bankers/or NWO(?) on top, with layers of military in lesser amounts below each ring. Near the bottom, are the American people glued to the TV, SWAT outside of them, and 3rd worlders very bottom, trying to reach up. Twisted used it quite a bit on G1, and I know it's been shown here several times too.

Google has an image search function.

i'm not sure if it works by similarity of image or meta-tags or both.

my guess is, most of us have seen the image you're talking about.

i tried this search ~
