It seems the goal is to substantiate the rationale for these laws in the fist place;
since the inception of hate crime laws;
X blacks have been charged
XXX whites have been charged
this proves that these laws are needed and should be enhanced. There's no doubt a bias in their application, wish someone would come forward and explain why

this reminds me of one of the practices i encountered in the defense industry.

the contractors earn some kind of 'brownie points' if they give business to a business that is owned by -
* a woman
* a minority
* a partially disabled person

i actually got pressure from one of the "side-lined managers" (guy that used to manage Mechanical Engineering, then got replaced) whose job it was to manage such things, to give machine shop business to a business that fit the description in 2 or more ways (e.g. the contractor gets double brownie points if they give a contract to a business owned by a black woman, and this satisfies their 'small contractor affirmative action*' quota.

* it's not actually called that, but it's a very real program at some defense contractors.

I've heard of this one. A government project to install a fence around an installation in D.C. The bids came in $50,000 from a white guy and $100,000 from a minority. When bids were opened it went to the minority who paid $10,000 in bribes and hired the white guy to do the work leaving the minority with a profit of $40,000.
