Would it be an act of war against the US of A if China, Russia, India, Brazil, or any other country were to set up camps to train 'rebels' in Mexico and then after having trained these 'rebels' to send them across the border into the states to wreck havoc and engage the US military?? ???

How does a foreign invasion qualify as a civil war? When the 'rebels' are Libyans, Chechnyans, Brits, Qataris, Saudis--all mercenaries working for the moneyed interests.
