Do they collude with the satellite tv providers? Or are we just talking internet access here?

If it's internet access, they are not immune to innovative use of emerging technologies. In Greece Athenians use high speed mesh networking. Also in Spain. We will start seeing much more of that in the US when people start figuring out ways to cut costs so they can feed themselves.
