So what was their intent?

The Founding Fathers CREATED the 'Federal Government'. The Founding Fathers CREATED 'Congress' and gave them the 'Power to lay and collect taxes'. The Founding Fathers CREATED the Feds power to steal your private property through 'Emminent Domain.'

Only problem is NONE of the Founders had this Power or Right to delegate to another. In other words THEY WERE DELUSIONAL CRIMINALS, like all other 'Ruling Classes' in history.

If you read the ant-Federalist papers, you will see there were many men who OPPOSED ANY creation of a 'Central Ruling Class'. There were 39 men who signed the US CON, which was less than 1% of the total population at the time (Around 4 milion).

This is why Lysander Spooner called it the 'Constitution of NO Authority'.
