SWAT teams are surrounding a home in southwest Roseville where the suspect in the shooting of three law enforcement officers is holed up, Roseville police report Friday night.

A wanted parolee, identified as Sammy Duran, age 32 of Roseville, is suspected of shooting a U.S. Immigration and Customs Enforcement agent on Friday afternoon, and later two Roseville police officers. A fourth officer was injured, hit by shrapnel.
"We have the perimeter surrounded," Roseville Police Lt. Cal Walstad said during a 7:30 p.m. briefing for reporters. "We have him locked down to an area of Sixth Street and Hampton. SWAT officers are involved and they are talking with him on the telephone."
Duran is believed to be armed with an assault-type weapon, Walstad said.

Shots were heard just before the news conference, but Walstad could not explain that most recent volley.
Local streets were closed off, law enforcement officers from multiple agencies were in place and residents were warned to stay in their homes.

The events began at 3:09 p.m. when Roseville dispatch called surrounding agencies to report that a U.S. ICE agent was shot, said Lisa Bowman, a spokeswoman for the Sacramento County Sheriff's Department.

An intense manhunt ensued. About two hours later, the suspect ran into a home in the 600 block of Hampton Drive, apparently kicking in a side door, according to a law enforcement source not authorized to speak about the incident.

Two Roseville police officers were then shot, one in the shoulder and another in the jaw, said Lt. Cal Walstad of the Roseville Police Department. Another officer was injured by shrapnel, Walstad said.

One Roseville police officer was in serious condition and two others were in stable condition at Sutter Roseville Medical Center.
Police Chief Daniel Hahn left the hospital about 7:45 p.m. after visiting with the injured officers. He asked the suspect to surrender and said his concern was with his injured officers.

Brenda Bell fled from her home after the suspect entered her backyard.

"It's really scary to know that he's in there," said told KCRA-Channel 3 from the safety of a neighbor's home.
She said she did not see the suspect. She said she had to leave her pets behind as her family fled.

Neighbor Jim Stewart, who lives two doors down from where the suspect was holed up, told KCRA he saw the suspect holding a handgun enter Bell's backyard through a side gate and flagged down police to report his location. He said the suspect saw him talking to a neighbor as he entered the yard.

He said the police are "set up like they are going to be there for a while."

The suspect initially spoke with hostage negotiators but later broke off talks, Walstad said.
According to U.S. Immigration and Customs Enforcement, the first officer shot was with ICE's Homeland Security Investigations. He was conducting a joint enforcement action with investigators from the Roseville Police Department

"Roseville Police Department was the lead on the enforcement action and we were working collaboratively with them," said Virginia Kice, ICE spokeswoman.

The special agent was rushed to the hospital.

"He's stable, he's alert, he's sitting up, he's going be all right. That's fortunate," Kice said.

Additional Homeland Security Investigations agents will assist the Roseville Police Department with the ongoing investigation, officials said.

^ yeah, I was reminded of Chris Dorner, who earlier this year went on a vigilante rampage against the corrupt LAPD which he saw from the inside. And in LAPD's big manhunt for Dorner, they demonstrated their institutional bad behavior, like shooting up the little pickup truck driven by a Hispanic woman and her elderly mother as they were delivering newspapers. :(

wait wait wait, I've seen this before. Suspect shoots officers, they track him down and surround the house. What happens next?? Ahh yes, they'll burn the house down with him in it.

The ol' shoot hot tear gas canisters into the house and claim "we didn't know they'd start a fire" via the "Dorner method".

While I agree in part, it really doesn't apply in this case. Sammy Duran was a perolee, meaning he had been convicted of a previous crime. By the gang tattoo's on his neck from what I can see in his mugshot, it most likely was gang affiliated. Considering ICE was involved, he most likely was an illegal alien as well.

I'm far from a proponent of an all powerful state, but don't we want people like Sammy off the streets? That's judgement that should be be reserved until we know what he was convicted for prior.

Now in a TRUE Libertarian free society, if his crime didn't involve hurting someone, damaging property, or fraud then it wasn't a criminal.

That shooting of a Hispanic woman and mother was extremely telling. The basics is that if someone shoots at a cop, the whole police department goes on massive rampage to get the guy. Any innocent folks who happen to be in the wrong place get caught in the middle.

It reminds me of the movie Raising Arizona, and the how the cops act in this chase scene. Shooting up homes, in groceries stories, completely out of control. Scene is funny as hell, but scary as in this is how cops seem to be acting these days...

I look at it as, one gang member shot at other gang members. The other gang members just happen to be legislated into existence and recognized by the state as their enforcers.

Yeah, but one gang has an unlimited budget with cool toys, fast cars (which they get to drive fast), sharp uniforms, high salaries and great bennies along with having groupies who adore them - if you had to choose a gang to join, which gang would you choose?

Midnight, and Ares, you guys are exactly right. The cops also have a certain radio code, basically a SHTF code, they can put out and that's why the whole dept/gang responds ready to shoot any threat around. The gangs on the street don't have that advantage. The cops must always be the bigger dog in the fight.

Looks to me like all the law "enforces" agencie's are becoming one under the name of "Home Land Security" but divided under different names..........get ready America, the fight will be a very long one.......maybe we should ask China and Russia for help?......or the UN?
