There was, before me, two state engineers that took the stand for one hour and forty five mitutes..... and when the finish they of the council if there was any question......so I raise my hand and asked them about chlorine in the city water and they told me that for one million gallons water tank that one gallon of chlorine should be used...and then I said a few more things ..... forgot what.
It was then my turn to take over the mike......I stood up and told them "Don't worry, is late so that I will make it short" I then look at the council woman and asked her to give me an appoinment to talk to her and the same for the deputy marshall that was there.
I then told them about my Land Patent and what it meant.......they acted like if they didn't know what I was talking about hahahahahahahahah......I then say thank you and good night.
Oh yeah, about the water.......our water treatment tank can handle 100 X of gray water and we have 120 X.........but at night we only have 8-10 X of use..........so, I told him to build tanks to hold some of the day gray water and to proccesed at night...................... the guy didn't know what to say hahahahahahah because he was expecting to make 3.8 million dollars to rebuild the whole place...............they don't know it but I solved the problem for about 150$ thou.

You are an enemy of the public dis-service. Do you think they appreciate simple solutions like that? Do you have any idea how many pastries and lunches he misses out on at exciting meetings with contractors as they discuss the project, that gets him away from the regular dreary paper turning routine. You sure want to create enemies don't you? Fortunately they can dismiss this proposal since you brought up the land patent issue, crazy old man! ;D

they'll spend the 3.8 million instead because somebody's brother in law owns the tank company.

I think they slimmed on the chlorine answer. He told you they want one part per million... essentially.
Chlorine is a gas.... so they have to be using some compound or solution. In drinking water, I use typically 2-3ppm chlorine fromsodium hypochlorite. If you are putting away water in a sealed storage container, it would not hurt to pump it up to 4-6ppm. The sodium hypochlorite breaks down over a few weeks or months to leave a sanitized water- salt. The salt is tiny amount.
In cities they mostly use chloramines because they last longer. Chloramines are most common in swiming pools. Chloramine will kill fish, frogs, etc.

I wish I was at that council meeting to see you speak, Ponce! Did you tell them that if they don't hold it, they don't own it?

Ponce, I've been dealing with government employees, councils and planning commissions for almost 20 years now. And the one thing I've learned about dealing with them and getting what you want is to make them feel as though they have the upper hand. In fact they do, they have what you want. But, it's important for them to see that you understand that. Forget that we pay taxes and ultimately pay their salaries. They don't give a shit because it's almost impossible for them to lose their job, position or seat in the council chambers. You have to make them feel that they are doing you a huge favor by listening to you. I know this sounds cynical and that may be true, but it's also practical. If you go in demanding things, condescending them or telling them how to do their jobs they will resent you for it and ignore you. It won't matter how cogent your arguments or statements may be. I'm not trying to discourage you, in fact it's the opposite. I just want to arm you with the basic stuff I've learned over the years for the next time you go there to drop a truth bomb on them.

Almost forgot...the first person to take over the mike was the deputy sheriff, he tells the council what happened in the city in the past month, arrests, fines, crimes and so on........there was two burglaries and at the end of his report he asked the council if there was any question and they had none, I then stood up and said "I do, those two burglaries in what part of the city it happen?" and he said "Up Caves Highway" and without thinking I said "Oh shit, that's where I live" haaahahahha.
Spect? they are also going to use the salt with something else to do as you wrote.......he also told me that once in a while they have to use the chemicals in order to kill what ever is growing inside of the pipes.......some of the pipes are liking, like everywhere else, so that they will be sending a camera down the pipes to try and find the leaks, if that doesn't work they they will use a ground radar, but that is much more expensive.
Some years ago I knew that I had a leak in my water pipe coming in from the creek and after thinking about it this is what I did... I have a set of BIG EARS to listen at night time around my PRIVATE PROPERTY hahahahah, anyway, I attached the end of the big ears (small mike part) to the end of a five foot rod and walked the line of my water pipe, every five feet I pushed the rod into the ground and listen as to what was going on......I did find not one leak but two of them...............of course this cannot be done in the city because the pipes are deeper and because of the ambient noise.
Gunny? you are right, those two guys were trying to make the council feel good by saying stuff like "You keep a very nice plant where everything looks goo and well maintained.....but" yara yara yara "The state regulation says that you will do this, this, and this".........by the way, someone keeps on shooting holes into our city five water tanks and every one is kind of pissed off.
